The ladder to the Dragon Face hatch is underground, up a wooden ladder near the skeletons in the ancient tunnel.
You will need to collect the pieces of the torn Dragon Face picture, which shows the lock on the hatch. The last one is in the museum supply room. When you come out at night, enter the tunnel through the exit at the Docks, and use the picture to make the changes to the dragon face.
