Don't really know what part you're calling a crossbar, but it's probably what's otherwise known as the top tube. The reason for having a lower top tube is that it makes the bike more manouverable during tricks, jumps and technical riding. The downside is that it's not as efficient for seated riding, which isn't much of an issue for MTBs.

the question is "why don't womens bicycles have crossbars

The original purpose for the design of a "ladies" or "step through" bicycle frame was to allow a lady to ride a bike without the frame hiking her dress up. The frame's top tube was lowered to allow for the material of a dress to hang low enough to cover the riders legs. This design remained through the years because the frame also allowed a rider to mount the saddle more easily.

So, why aren't "men's" or "conventional" bike frames built like this? Primarily because the traditional "double-diamond" frame construction is the most structurally sound and offers the best ride performance.

When out of the saddle a bike with a lower cross bar (AKA top tube) can be tilted more sideways w/o your legs getting in the way, which can be useful in trick riding.
