If you do a search for "bicycle fitting" you'll find several sites suggesting methods for figuring out fit. Do two of them and average them out. If it's for a fairly small child it's not certain that the methods will work out. The most critical thing for riding ability is that when she's in the saddle she should have her leg almost fully extended when the pedal is at its lowest.
If the bike frame has a top tube it's good if she can straddle the tube with both feet on the ground.
If the kid already knows how to ride, don't expect her to reach the ground with both feet while seated. It might feel "safe", but it leads to a very poor pedalling position.
