Plastic beads are made out of plastic. Sometimes they are coloured to add an appealing effect.

Mardi Gras beads are made by first manufacturing a plastic mold. Plastic is injected into the mold, then the color is added. The beads are then allowed to dry and mold is removed. They are manufactured in China.
Since perler beads are little pieces of plastic, it is definitely not good for you. Eating plastic is never recommended or beneficial.
