Sort of, but not really. Although they have the same Bead Seat Diameter of 622 mm, there usually are some differences. Road bikes are generally built for 130 mm rear hub width, while a hybrid might share the 135 mm MTB standard. Road bikes are usually intended for narrower tires than a hybrid, so the rim is probably a bit narrover too.

Hybrids can come with disc brakes, which is something you won't find on a "real" road bike.

A new road bike can run 10 or even 11 speeds on the back, while hybrids don't go higher than 9 yet.

In short: don't expect one to be a perfect fit for the other, but there is some interchangeability.
