Most fill plugs can be removed with a 3/8 " ratchet and a short extension. The square end of the extension goes right in the fill plug.

You should be able to get the extension form if one is necessary from the Illinois state tax department web site. You may even be able to fill the form out and efile the form online after you have completed the extension form correctly.
where is my questions answer You have to physically fill out the application for the second extension. It can be found on the website, where it says application. They you have to mail it in. I know, what a pain, but it is the only way. I did so and have received 7 weeks of the second extension. Now my benefit amount shows zero, but I believe eventually there will be another 13 weeks. It is impossible to get answers from the 800 numbers. You cannot get through. I have also written to my congressmen, and two of them actually answered, and I got a letter from Mel Martinez with a form to fill out and fill in. You have to find phone numbers of people to call, email addresses, be the squeaky wheel to get answers.

It is the fill handle, enabling you to drag down a cell with a formula or for extending pre-defined lists. For example: if you type Sunday into a cell and press return, and then use the fill handle to fill down, it will automatically put in the other days of the week. You can do the same for Months.
