It's Anjin (guide/pilot) Matsuri (festival), in honor of Will Adams, on whom the novel and movie Shogun were based. There are two festivals held each year: the Miura Anjin Festival Cherry Blossom Viewing ("Miura Anjin Matsuri") in Tokyo and another in August in Ito, Shizuoka. The "Miura" is a place name, after the fief Will Adams was granted, now the name of a peninsula south of present-day Tokyo.
