This is actually the result of an unusual edict from the pope:
During the earlier ages of Christianity, fishing played a big part of Rome's economy (what with Italy being surrounded by water and all). But, with everyone having to give up meat for lent, the economy essentially ground to a halt during that time period. To prevent that, the pope issued a decree that it was ok for fish to be consumed during lent, though other meat still had to be given up.
Fish are allowed in the New Testament even in the Old Testament. The law of Moses state that those only fish that have gills can be eaten.
