Absolutely. The same applies to the Groom who wants his Dad to be the Best Man. Often times, siblings are used in these wedding party positions - no reason that parents can't be included, too.
Listing your Mom as the "Matron" is correct ... matron refers to a married person, where "maid" refers to one who is not married.
