Greek history spans many millennia and was made up of a loosely ordered conglomerate of city states with varying political structures, so there was no one "leader" of ancient Greece. The one time that stands out however is when Greece was united against Persia, a common foreign enemy to all the Greeks, under the leadership of Alexander the Great, son of King Phillip, from the ancient Greek kingdom of Macedonia on the northern Greek Peninsula.

Alexander as king abolished oligarchy and established democracy. As leaders they founded cities, theaters, and gymnasia, built new roads, established common currency and promoted commerce among nations. At the time Pericles was considered the founder of democracy. However, democracy is said to be a slow social, polictical and economic process and cannot be created by just one individual.
Neither - the Hellenistic Age came after the deaths of Pericles, and after the death of Alexander. His successors divided his new empire amongst themselves, setting up their own kingdoms. These kingdoms had a veneer of Hellenic (Greek) culture, so we call them Hellenistic, that is a bit like Hellenic, but not fully Hellenised.

Alexander the great was born in Pella in the ancient Greek kingdom of Macedonia on the northern Greek peninsula. He is considered by historians to be a Greek from the ancient kingdom of Macedonia just like Leonidas was a Greek from Sparta and Pericles was a Greek from Athens.

Cyrus was better as a king. He allowed human rights to his subjects, and had religious tolerance. Whereas, the Greeks Hellenized their subjects during their empire.
