It is possible that some of the previous Soviet republics could one day form another union with Russia that goes beyond the current membership in the CIS or the Eurasian Economic Community. But the USSR was an extension of the Russian Empire and existed largely to benefit Russia and the Russian leadership at the expense of the other Republics, and of the dominated countries of Eastern Europe and the Baltic. It is unlikely that these countries would willingly consent to such an agreement without some overwhelming political or military necessity.
