Well, children were mostly taken from orphanages where they weren't wanted and weren't needed and put to work. Women also because they didn't have jobs before... men were the only ones.

  • they had few if any rights under the law
  • they were desperate for a job to provide food
  • the alternative to factory work (farm work) was much more dangerous so they were happy to take any work
  • they were smaller and could fit in areas where men couldn't go
  • women and children are better at small muscle work (hand work) that required precision and skill
  • they could do the same amount of work as men while being paid less ( a good cost benefit ratio)
  • children could be mistreated with impunity (the Society for the Prevention of Cruelty to Animals was originally the Society for the Prevention of Cruelty to Children and Animals)
