It depends on when:

In the years 70-72 and 133-136, the Imperial Roman army massacred at least half a million Jews in the process of putting down the two great Jewish revolts. Each time, Jewish rebel forces managed to drive Rome out in the early stage of the war, until Rome could bring the full weight od empire down on them.

In 1096, in the first stage of the People's Crusade, the crusading armies slaughtered Jews in the Rhineland because they had killed Jesus and would not convert to Christianity. Similar massacres continued on a sporadic basis into the early 20th century.

In 1648-1650, somewhere between 50,000 and 500,000 Jews were massacred in Poland during the Chmielnicki Uprising. This was a Cossack rebellion against Polish-Lithuanian rule, where leading Jews were seen as being in league with landlords and therefore part of the oppression of the Cossacks.

In 1881-1921, Jews living under Imperal Russian and then Communist rule in Ukrane suffered wave after wave of massacres, driving millions to flee. Jews were seen by both governments as untrustworthy foreigners, not loyal to the state. The Imperial Russian government saw Jews as leftist rebels, while the Communists saw them as reactionary.

In 1941-1945, Nazi Germany massacred on the order of 6 million Jews because they threatened to undermine Aryan society, somehow posing a threat to the master race. More practically, Germany wanted to colonize Eastern Europe, and to do this, the indigenous population needed to be removed.
