Fascism in the literal sense was an attempt by Benito Mussolini to resurrect the Roman Empire. The ruthless, might-makes-right philosophy of the Roman Empire is at the heart of fascism. The element of extreme racism was added by the Nazis in Germany, as well as the Imperial Japanese. But the term fascism is derived from a symbol of the Roman Empire (that symbol being a bundle of sticks with an axe in the center, called a fasces; it never became as well known as the Nazi swastika).

The fascist leaders that I can currently think of are Adolf Hitler (Germany) and Benito Mussolini (Italy).
Benito Mussolini(Dictator of Italy during this time (1922-1954) was a dictator, and he was the first to make a European country Fascist. They were considered one of the 'Axis Power' along with Germany and Japan. Which I strongly believe that the relationship with the US and Italy wasn't strong, nor was it good either.
