Civilisation grows out of sedentary population with a surplus - when people turn from hunter-gathering and nomadic herding and settle and grow crops they can build homes and facilities and eventually have leisure time to develop cultures.
The river valleys had productive soil and water which provided the ability to provide a surplus of food and other resources which allowed that surplus to be invested in non-survival activities. It financed cities and their amenities, required effective control by a government to coordinate and control, and an upper class which could both control and also indulge in cultural activity. This control also established the ability to defend from predatory nomads and neighbours.
