Diocletian was a man of the east. He was born in Dalmatia, which was part of the east. He rose through the military ranks by serving in the army of the lower Danube. He was proclaimed emperor by the legions of the east assembled in Nicomedia when the previous emperor died in that city. Nicomedia was the city in northwestern Turkey Diocletian then chose as the capital of the east. He fought the battle against his contender to the title of emperor in Serbia.
The splitting of the Roman Empire by Diocletian in 286 AD was primarily for administrative purposes. The tetrarchy system was introduced to share power and stabilize the empire. Diocletian ruled the eastern half while three other rulers (Maximian, Galerius, and Constantius Chlorus) ruled the western half, collectively known as the tetrarchs. This division eventually laid the foundation for the later division of the empire into Western and Eastern Roman Empires.
Constantine defeated Emperors Maxentius and Licinius and reunited the Empire under his sole rule reversing Diocletian's splitting it into four.

Diocletian divided Rome because he thought it was too big and it would take months to receive a message and send one back so he divided it into western Rome and eastern Rome after time passed eastern Rome became better because all the money that China was sending eastern Rome received it. Also as time passed western Rome got invaded by the barbarians and the sabotaged all of western Rome. Many people say that Rome fell but other people consider it as it being adapted :)

During the later periods of the Roman Empire, there was one "ruler" or emperor of the western half and one emperor of the eastern half. The eastern half would later be referred to as the Byzantine Empire. The original ruler of the eastern Rome, and the man who introduced the split was Diocletian. His western counter part was Maximian.
Diocleatin had split the empire into four to make it easier to control. Also he ruled the eastern half of the empire.
