The Latins did not decided to unite and become Rome. Most Latin cities (not all of them) were annexed by Rome after their rebellion against Rome (which historians call the Latin War) was defeated.

Yes. The Romans were Latins. The foundation of Rome did not involve the foundation of a new city. It was the foundation of the Roman city-state. Romulus, the founder of Rome and its first king, united the separate settlements on what were to become the Seven Hills of Rome into a united state under his rule. The foundation of Rome also involved a fusion between the Latins and some Sabines who settled on two of the seven hills who then became latinised.
