NY was one of the states that was concerned with the creation of the Constitution. t refused to join until a bill of rights was added. The other colonies agreed, but the Bill of Rights was passed some time after NY joined.
The states created the Bill of Rights to limit the FEDERAL government. Later amendments apply some of the Constitution to state and local governments.

The Bill of Rights was needed because some states (mainly New York and Virginia) wouldn't ratify the new Constitution in 1787. THey wanted some guarantees of personal liberties. They would ratify the Constitution if a bill of rights was added.
