They were not as mobile. The way they hunted was limited without the horse. For the plains Indians, who depended on the buffalo herds could not follow as well without horses. But the biggest difference was how they fought. A lot of the tribes were very peaceful but some were not. The tribes with horses had a huge advantage.

Actually, they didn't -- though they did chase bison off cliffs. Buffalo are a different animal; the American bison is called that because people made the naming mistake a long time ago and it stuck. Saying they chased the bison is pretty accurate -- they'd cause them to stampede towards a known cliff by herding them, at which point they don't stop. The fall would leave them hurt and immobile, and then they'd go in for the kills with spears and knives. This was a widely popular method for hunting; bison are hard to kill due to their size and herd movements. This method killed as many bison as they needed without too much effort. Other methods include leading them into natural corrals, onto ice or into deep snow, leaving them immobile and easy to pick off. Bison were the primary source of food of native-Americans, and also supplied them with numerous other materials.

The Sioux followed the buffalo herds around the plains. With the Transcontinental Rail-road (completed 1869), the herd was divided into two, with the Southern Herd destroyed in 1875 and the Northern Herd destroyed in 1883. The buffalo hunt ended before this though as the Sioux were put into reservations, starting with the Great Sioux Reservation, which was a good size, then working it down until it was no longer possible for them to hunt the buffalo. It decreased in size following a series of wars with the White Settlers, with the peak in 1876 at the Little Bighorn following the discovery of gold in the Black Hills (which were sacred to all Indians). The Indians could not leave the reservations to hunt buffalo, which is why the buffalo hunt ended way before the destruction of the herds.
They Would get in front of a herd sometimes close to a cliff and run and they would follow the Indian then the Indian would get out of the way and the bison would keep running and they would all fall of the edge. So then they could get as much buffalo as they want.

The Sioux tribe had to move from place to place about every 3 months when the buffalo migrated. The buffalo's gave them food, clothing and shelter and would have died without them. They moved their tipi's quickly to follow the buffalo. Further to the above answer - In fact, it wasn't JUST the Sioux that 'moved from place to place'- all the buffalo hunting Plains nations were nomadic or semi nomadic, they had to be to follow the herd. That said, most of them did settle in a winter camp for the cold months.
