Baldness, bugs and image.

Could be they were still wearing wigs in the 1700's because of several issues. First being bald, they shaved heads because of lice. Of course there was always status symbols and to keep the sun from burning there scalps. They also may have been a sign of status, perhaps upper class, viewed as being more distingished and intelligant.

To improve personal appearance, particularly if bald, normal hair would attract lice, wigs were more hygienic. Wigs were long because long hair was fashionable. Fine wigs represented social rank, they were very expensive to produce. They were made of human hair, but horses and goats hair was cheaper. Powdered wigs were more fashionable in the 18th Century. Women were grey or bluish grey and men white and the wig was scented with lavender or orange flowers. Powdered wigs went out of fashion in 1795 when the British Government levied a tax on hair powder
