The reason why Europeans did not industrialize their colonies was because they needed them for raw materials to use in their industries. Also, they wanted to sell their industrial made goods in their colonies because they did not have anything like that there.

Because the rest of Europe was recovering from the Wars, causing there to be more focus on fixing it rather then it being improved.

During the time, England had all the resources like the coal and materials. Its like the reniassance when it started in southern Italy not northern, they had the resources all set for them.
