Yes Mussolini did use censorship. His policy of Leggi Fascistissime (banning opposition parties) and his press censorship, prevented the views of any opposition being heard. This press censorship was controlled by Mussolini's secret police (the OVRA) which spied on any potential opposition and prevented any anti-fascist pamphlets being distributed.
