The constitution is completely silent on the subject of secession and is therefor utterly vague on whether it is permissible or not. One reason was that the US owned forts, arsenals, post offices and other Federal property that the South made no attempt to compensate the Federal government for. Also, when South Carolina fired upon a Federal fort, Fort Sumter, it was an act of treason. The Union did not have to respond with force but under Lincoln, he warned the South not to start an armed conflict. They did, and ignored all of the warnings.

The South chose a defensive Strategy of Attrition, hoping for intervention by England and France, to make Northern voters tire of the war and elect representatives to sue for peace.
I think this term is peculiar to the Union of South Africa. It refers not only to the division between the white and blacks, but the the division between the English and the Affikaaners.
