They are referred d to as Top because they are at the top of the NCO ladder. They are the highest rank a NCO can be without a MOS.

That’s a false answer. Top (E-8) is one enlisted rank below Master Gunnery Sergeant (E-9). Both are Staff Non-Commissioned Officers (SNCO) that still working within their MOS. Their counter-parts (1st Sergeant and Sergeant Major) are both command track
