There were lots of them. There were 34 states at the start of the Civil War, and each one had a governor. Many of them probably changed during the course of the war. and two states were added to the Union as well. (This ignores the issue of whether the states of the confederacy were really "states" once the war began, but that is beyond the scope of the question).
