The Jews in the Land of Israel had a high degree of autonomy and ruled themselves more-or-less. The most dominant powers were the Rabbinate which was newly formed and the more established Priesthood. Eventually the divide between them would widen further until the Rabbinate had become the famous Pharisees (Perushim) and the Priesthood had become the famous Sadducees (Zadokim). The political wing (seeking to restore the Judean monarchy) under Zerrubabel never attracted a lot of followers and was gone after Zerrubabel's death.

Of course, there were Persian appointed governors and the Jews paid taxes and levies to the Persians, but the amount of self-rule that they had at that point in history is comparable to modern autonomy agreements in Europe.
