President Roosevelt, Prime Minister Churchill, and President Chiang Kai-shek at the Cairo tripartite summit in 1943 agreed that Koreans be liberated from Japanese colonial rule and be allowed to be independent "in due course." President Roosevelt is assumed to have related this decision to the Joseph Stalin of the the Soviet Union at the Tehran summit talks among the U.S. president and the U.K prime minister, and Churchill, President Chiang was left behind Cairo during the Tehran.
