My Guess is Werner Von Braun, also longtime technical editor of both Popular Mechanics and Popular Science, as always on the Rocketry front. One might class also the rocket pioneer Robert Goddard but he was more of the developmental stage and few of his ideas went beyond the test stage, but those that did- well, some of the concepts such as Liquid Fuel, Gyro-stabilized control, and Multiple staging, are still very much with us.
