When discussing the Victorian era, most are referring to the UK, the US, and sometimes all of Europe over an extended period of time. During the Victorian era, just like today, whichever place, or places you're referring to were inhabited by many different people with many different beliefs and feelings. Like today, hate is a strong emotion and can't be attributed to an entire population. Even during war time and political uncertainty, people as a nation are not all of one mind. You will have to ask your question with which specific place. which specific group of people, and at which specific period of time.
