The Soviet Union disbanded in August, 1991. Time zones across Russia run as follows, by using London, England as the GMT reference point of noon:, Paris, France +1, and Helsinki, Netherlands +2, then: Moscow +3 (or 3PM) Crimea +4 (or 4 PM) Yekaterinburg +5 Novosibirsk +6 Kreasnoyarsk +7 Irkutsk +8 Yukutsk +9 Vladivostok +10 Madadan +11 (or 11 PM) Kamchatka +12 (or midnight) and Alaska, USA would be -9 (or 3 AM the night before)
All the given times follow 3PM but they can also precede 3PM. To determine if a time follows or precedes a given time you must know the day or date of both times. That is, 3PM tomorrow comes after 3PM today, but 3PM yesterday precedes 3PM today.
It doesn't matter what country you are in. All the given times can follow 3PM, but they can also precede 3PM. To determine if a time comes before or after a given time you also need a day or date as a frame of reference. That is, 3PM tomorrow follows 3PM today, but 3PM yesterday precedes 3PM today.
All of them. 3PM is 24 hours later than 3PM. However, without a frame of reference (a date) all of them could also be regarded as being earlier than 3PM. That is, 9PM last night would be earlier than 3PM today.
Tornadoes can occur at any time of day, but they may seem more common during late afternoon and early evening due to favorable atmospheric conditions. For example, daytime heating can lead to instability in the atmosphere, while the evening hours can see the convergence of different air masses, providing the necessary ingredients for tornado formation.
In any 24 hour period, all times from 3:01PM to 11:59PM come after 3PM. All times from 12AM (midnight) to 2:59AM come before 3PM. Without the 24 hour constriction, all times can come before or after 3PM. To determine one way or the other, you must also specify a day or date. That is, 3PM yesterday came before 3PM today, but 3PM tomorrow follows 3PM today. By the same token, 12AM tomorrow (midnight tonight) comes after 3PM today, while 12PM (noon today) comes before 3PM today.
15 hours: 1500 is 3PM; 600 is 6AM 3PM to midnight (2400) is 9 hours; midnight (2400) to 6AM (0600) is 6 hours. 9+6 = 15
Any time after 3pm would be in the afternoon or evening, depending on how late it is. For example, 4pm, 5pm, 6pm, etc.
3pm Pacific Time is 5pm Central Time. There is a 2-hour difference between the two time zones.
