Technically, Andrew Jackson signed the Indian removal act (but left presidency before the Indians were actually removed), though he was not the only one to agree with it. A majority of U.S. wanted the Indian removal act and Jackson only followed the peoples needs. The Trail of Tears was mostly cause by militia army that did not follow the commander's orders to help the sick, weak, and helpless in any way they can. Also, the Indians were not able to get their belongs from their homes before they were forced to leave by gunpoint. So Andrew Jackson could and could not be responsible.

Indian removal began under Andrew Jackson with the Choctaw and Seminole. The removal of the Cherokee which is usually what is termed the trail of tears occurred when Martin Van Buren was president.
