The province between Spain and Germany is Gaul. This province was later overtaken by a barbaric tribe called the Franks. This is where we get the name of the modern country, France.
If you are talking about Julius Caesar, that was Gaul north of the Roman province of Gallia Narbonensis (also called by the Romans Transalpine Gaul) in today's southern France. It included most of today's France, Belgium, Luxembourg, Holland south of the River Rhine, and Germany west of the Rhine.
