Generally speaking, the German Army was superior to any other army in 1914. It was much bigger than the British Army (who had about the same level of quality training and equipment as the German Army), about the same size as the French Army (while having moderately better training, tactics, and organization than the French), and somewhat smaller than the Russian Army (which was much less organized and poorly trained, led, and equipped). The Italian, Austro-Hungarian, Turkish, and Serbian armies were all generally considerably inferior to any of the aforementioned ones.

In 1914, the US Army was tiny (less than 20,000 members), the Japanese maintained a good-quality but relatively small army, and the rest of the world had nothing really worth mentioning as a modern (for the time) army.

Germany, Britain, France were the strongest armies. Russia was strong until their country entered the Russian Revolution Era.
