The Greek city-states of mainland Greece sent out their surplus populations to fend for themselves by establishing new cities around the Mediterranean and Black Seas - a couple of thousand cities, ranging from such city-states as Massilia (today's Marseilles in France), Syracuse in Sicily, Neapolis (New City, today's Naples in Italy), to Tripolis (Three Cities, today's Tripoli in Libya), to Miletus in Asia Minor and Tanais in southern Russia.

Corinth, Sparta, Athens, Thebes, Eretria etc etc. All the major city-states established colonies around the Mediterranean and Black Seas to get rid of surplus population and avoid revolution by new generation without land in the limited areas of the home cities.
Around the Mediterranean and Black Sea littorals - 2,000 new independent city-states.
The began exporting surplus populations from about 900 CE onwards. Eventually there were about 2000 cities established around the Mediterrana and Black Seas, from today's Spain in the west to Asia Minor in the east. For example Naples (in Greek nea polis = New City) in Italy was a Greek city, as was Tripoli in Libya (tri polis= three cities), Miletus in Asia Minor.
Many cities sent out colonies when their population exceeded the land capacity of the parent city. There were several hundred. And some of these colonies in turn outgrew the capacity of their land then also sent out colonies. Some well known ones are Athens (Miletus), Corinth (Corfu), Sparta (Taranto). However some colonies were set up by a consortium of cities anxious to get rid of a surplus and also get rid of potential problem-makers.
The three cities are Istanbul, Turkey Marseille, France Naples, Italy
