In 1870, the states passed the 15th amendment, the last of the "Reconstruction Amendments" This amendment stated the following.

Section 1. The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude. Section 2. The Congress shall have power to enforce this article by appropriate legislation. Just as quickly as the right to vote was given to African Americans, it was just as quickly adjusted throughout states in the South. Many states would begin to require literacy tests to vote. This would also be the time in American History when the Ku Klux Klan would emerge to intimidate voters and the Republican governments of the south.
