That is a question with many answers: did it start with the idea, or with the plan, or with the order, or did it start with the action. Then which action would you count as being part of the Holocaust and not just part of the increasing persecution, or an attempt to reduce partisan resistance on the front line.

The best answer that i can give is to say the summer of 1941 (though others may say an earlier date, and others a later one).
