Almost all Ancient Civilizations (Sumeria and the other Mesopotamian Civilizations, ancient Egypt, Kush, Aksum, Ancient China, the Indus River Civilizations, etc.) had rulers by divine right. In the Egyptian case, they even asserted that they were gods (as opposed to merely being humans chosen by them).
