The South had Georgia, Florida, Tennessee, South Carolina, North Carolina, Virginia, Alabama, Mississippi, Texas and Louisiana.

At the end of the war slavery was still in place. It became outlawed the December after the war ended.
To avoid confuse as to why there are only 14 states above and yet I claimed 15. West Virginia was part of Virginia at the onset of the issue.

The 15 slave states at the time of the Civil War were Alabama, Arkansas, Delaware, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, Missouri, North Carolina, South Carolina, Tennessee, Texas, and Virginia (including West Virginia which hadn't separated from Virginia at that time).
The Emancipation Proclamation was issued by President Lincoln in late September 1862. It was a threat to free all the slaves in any portion of the US which remained "in rebellion" after January 1, 1863. So no slaves were actually freed on January 1, 1863, because the authority of the US government to enforce the Proclamation did not reach into the areas still "in rebellion" on that date. But as the war went on for the next two and one-half years the Union armies made inroads into the south, and freed the salves as they went. They did not go everywhere in the south though, so some slaves were still with their masters even when the war ended and after, at least until Union occupation forces arrived in the areas not earlier overrun during the fighting.
The Emancipation Proclamation freed no slaves who were located in areas NOT "in rebellion", so areas already overrun and subdued would not seem to have been covered. And it did not free any of the slaves in the border slave states which had not seceded - Delaware, Maryland, Kentucky and Missouri. There were still a few slaves in some northern states, most of which had adopted laws providing for "gradual" emancipation, with most of those laws freeing slave children when they reached eighteen, but not freeing any slave who was over eighteen when the law passed. There were still eighteen slaves on the New Jersey census in 1860.
All remaining slaves, in all states, were freed when the 13th Amendment to the US Constitution became effective in early December, 1865.
