It allowed people who were not fit for government jobs to hold office. It also allowed politicians to wield an enormous amount of power, as they controlled people's jobs, and thus, income and lifestyle.

∙ 16y ago2 primary ones: 1. Hundreds of jobs changed hands every 4 or 8 years for no good reason, requiring retraining and delay; and 2. There was little guarantee that those new hirees were particularly qualified for their jobs, since the only requirement for appointment was political support of the President.
