There were four non-Confederate slave-states, competed-for by both sides. Missouri, Kentucky, Maryland, Delaware.

These were never neutral. There was fierce internal strife; in the case of Missouri, actual battles.

In Kentucky, the Confederate invaders under Bragg briefly set up a pro-Southern government and tried to recruit locals into their army.

Lincoln's assassin was part of a hot-headed group that met and plotted in a boarding-house in Maryland, a bitterly divided state.
