The most powerful TYPE of bomb used in World War 2 was the atomic bomb. Two of these were dropped on Japan at the end of the war. The first was "Little Boy" (code name), which was detonated over Hiroshima on August 6, 1945. The second was "Fat Man"(codename) that was detonated over Nagasaki, Japan, on August 9, 1945. Little Boy had a blast yield of approximately 13-18 kilotons. Fat Man had a blast yield of approximately 21 kilotons, making it a bit stronger than Little Boy.
Of the conventional bombs, the strongest were probably the Blockbuster bombs used by the RAF which started at 4000 lb (the "cookie") and later had 8000 lb and 12,000 lb versions manufactured. About 3/4 of the weight of these bombs was explosives. Safety height for dropping the 4,000 lb "cookie" was 5,000 ft; any lower and the dropping aircraft risked being damaged by the explosion.
The RAF also had "bunker busters" which were designed to penetrate concrete reinforced bunkers. They had 12,000 lb (Tallboy) and 22,000 lb (Grand Slam) variants. The Grand Slam had a 6.5 ton blast yield. Note that this is 3 orders of magnitude less than the atom bombs.
