I dont know much, i am only a seventh grader, but i believe that the southern proclamation was created by the south as a reaction to the emancipation proclimation. the southern proclimation basically stated that if any freed slave was found in the south that they would be brought back into slaver, if any black soldier was found in the south they would be killed, and if any commander to black soldiers was found in the south they would be killed to.

The Emancipation Proclamation freed the slaves in the Southern states, who already broke off from the union. This meant that President Lincoln had no control over whethere these slaves would be free or not. But once a Southern town or area was freed by Union soldiers, the slaves would be free. This caused help for the Union army from former slaves. The Emancipation Proclamation went into effect January 1, 1863.
The Proclamation licensed Union troops to free any slaves they came across in their southern campaigns. It was clear that these ex-slaves could never be returned to their ex-masters. Slavery was dead.
