When Iraq invaded Kuwait for oil, Bush ordered Operation: Desert Shield. What this did, was deployed troops in Saudi Arabia, to defend, and gave the Iraqis from August 7,1991(when they invaded) to July 14, 1991. Saddam Hussein did not order his men out of Kuwait and on July 14, 1991 at 3:00 am Operation Desert Storm was launched.
To protect Saudi Arabia and the Persian Gulf states against an invasion by Iraq. This invasion never happened, probably because Hussein was trying to win these nations over to his side peacefully, but they had to be protected in case he decided to invade.
Desert Shield was designed as an operation to protect Saudi Arabia from a possible Iraqi incursion, either by air or by land in late 1990 and early 1991. As Saudi Arabia supported Kuwaiti independence and was hosting UN Coalition troops, there was the strong possibility that Iraq's superior military could overwhelm Saudi defenses.
