Bonn was the capital of West Germany, which existed from 1949 to 1990, and remained the seat of that government until 1999. Berlin became the capital of reunified Germany in 1990, and by 1999 was again the seat of government.
Berlin was the capital, and it was divided into four occupation zones. This was agreed at the Yalta Conference in January 1945 between Roosevelt (US), Churchill (UK) and Stalin (Soviet Union). The Allied leaders also agreed on occupation zones for all of Germany. The problem was Berlin was 70 miles inside the agreed upon Russian zone, so Roosevelt and Churchill had to demand that the US and Britain be given part of Berlin and also for road, rail and air access through the Russian zone to Berlin. Shortly after Yalta the French were cut in on the deal and also awarded zones, part of western Germany and western Berlin. Russia had East Berlin, which eventually became the capital of East Germany, the communist puppet state the Russians created from their zone of occupation. The French, British and American zones became West Germany, which made its capital in the city of Bonn. West Berlin continued to be a flash point throughout the Cold War, and continued to be occupied by the French, British and Americans, as allies of West Germany after West Germany was created around 1951. In 1948 the Russians tried to starve out the British, French and Americans from West Berlin, so they could take over West Berlin. The US responded by beginning the Berlin Airlift, with cargo planes flying in to the airports in Berlin bringing in everything the two million citizens of West Berlin needed to live, (food, medicine, coal by the ton to heat homes and generate electricity, and so on) and also all the supplies for the western military forces. This lasted about thirteen months, with cargo planes landing about every minute around the clock. This was one of the first big and very public clashes of the Cold War. Eventually the Russians realized this was making them look like the big bullies they were in the eyes of the world, and reopened road and rail access to the western powers. (Road access was only over certain roads, there was only one rail line available for western use, there were only certain air corridors through which western aircraft could fly to and from Berlin). In August, 1961 the Russians and East Germans, embarrassed by the large numbers of East Germans who were leaving East Germany in droves, to go to West Germany where they could be free, and get jobs, built the Berlin Wall, to permanently divide the two halves of the city, and to keep in the East Berliners and East Germans. Hundreds were killed by East German border guards over the next decades trying to escape to the West, until finally communism collapsed and the Berlin Wall was torn down in 1989, and Germany was reunified into a single nation. If you weren't alive through all those many years when Berlin was divided, its hard to understand just how impossible German reunification looked to be, and no one thought it would happen while they were alive to see it.
