The New Deal was the name given to the domestic measures passed by Congress and the agencies created by the executive branch of FDR's domestic program. At first is was created by a few men called the "Brain Trust" and it referred to three Professors: Raymond Moley, Rexford Guy Tugwell, and Adolph A. Berle, Jr. Soon others joined, including Basil (Doc) O'Connor, Samuel Rosenman, and Hugh Johnson. The men developed FDR's economic policy and developed programs that became the backbone of the New Deal. This included regulation of the banks, regulation of the Stock Market, relief and public works programs, like the CCC and WPA.
