All four "border states" allowed slavery but did not technically secede. These were Kentucky, Missouri, Maryland and Delaware.
Although it should be noted that Missouri and Kentucky did have unsuccessful attempts at secession, and largely powerless Confederate governments were set up. Also, despite voting to stay in the Union, Maryland was forcibly occupied by Union forces, and some Maryland politicians were illegally imprisoned- President Lincoln was afraid of Maryland seceding, which would have left Washington DC totally surrounded by the Confederacy.

The Missouri Compromise of 1820 was a compromise between pro-slavery and anti-slavery factions in Congress agreeing to prohibit slavery in states north of the parallel 36°30' north except in the state of Missouri. Additionally, the state of Maine was allowed to join the Union as a free state. This compromise was passed due to concerns of the creation of the state of Missouri destroying the delicate balance between slave states and free states in Congress.
Abraham Lincoln did not want the war to be about slavery, and if he allowed them to go to war, then it would be about slavery. He allowed them to join the navy, however, because it was the most dirtiest work.
