This was the time of the French Revolution. The Americans had just finished a war and were starting to build a country, France needed military and financial help which America was not able to give. It is debatable whether America would have helped the French Government of the Revolutionaries attempting to overthrow the government.

Mr. Jefferson believed that France was following our revolution with their own. He actually preferred France's form of government to our US Constitution, however Alexander Hamilton correctly foresaw an eventual disintegration into mob violence and anarchy which did happen with the Reign of Terror in the 1790s.
