General Winfield Scott served the US Army during the War of 1812, and was the Commanding General of the US Army when the American Civil War started in 1861. Prior to 1862, the US awarded no medals to the military. He was retired shortly before the First Medal of Honor was awarded. But he was awarded a Congressional Gold Medal.
