A constitution is a set of written rules that sets down a plan on how to operate a government.
a government for the people, of the people and by the people
Most people who saw this new institution forming were against it. In a land where communities were self sufficient there was no need for a constitution of this kind.
The US uses a two part legislation or a "two house legislation": House of Representatives, and Senate.
The US Constitution established rules for the US government, while the Declaration of Independence did not. The Declaration (1776) only stated that the states were no longer ruled by Britain, while the Constitution (1789) established the governmental framework for the independent nation, replacing the ineffective Articles of Confederation (1781).
The Constitution states the establishment of the government and the rules for that government. See the link below for the complete US constitution.

to have rules that would make the us a better place
in my opinion, yes, the constitution is manipulable. i think rules change as we Americans and time changes. things aren't the same as they were in the past, and i think as long as we abide by the basic rules, we can find a way to accomadate to the rules of the constitution to what they mean now.
