When an action has happened in the past, we refer to it that way rather than as though it were happening now.

Joe eats his meal. <-- present tense

Joe ate his meal. <-- past tense

Joe will eat his meal at dinnertime. <-- future tense

Joe would eat his meal, if he were still alive. <-- subjunctive (contrary to fact)

When you are writing or speaking, you use the past tense when you are referring to something that has already happened.
